As a result it features several members of the 1990 English team, as well as comedian Keith Allen, who co-wrote the lyrics.

Substance was an important album in collecting the group's 12-inch singles onto CD for the first time and featured new versions of "Temptation" and to as "Temptation '87" and "Confusion '87". A second disc featured several of the B-sides from the singles on the first disc, as well as additional A-sides "Procession" and "Murder". The song, co-written with comedian Keith Allen, was the band's sole number one UK hit. The song was originally planned to be titled "E for England", however the Football Association vetoed the title upon realising that this was a reference to ecstasy; a drug heavily associated with the Haçienda.

In 1990 the band scored their sole number 1 hit with a song written by Keith Allen and performed with the England football team, "World in Motion", the official England World Cup song. One more album, Republic followed in May 1993, which was released by London Records after the collapse of Factory in November 1992. The band effectively split in 1993 to pursue solo projects, but returned with a triumphant gig at the Reading Festival in 1998
